Background
HAP, Inc. was founded in 1973 to help meet affordable housing and community development needs in Western Massachusetts. Now using the trade name HAPHousing, the organization's target area is Hampden and Hampshire Counties, including the cities of Springfield, West Springfield, Holyoke, Chicopee, Westfield, and Northampton. Some programs reach into Franklin and Berkshire Counties. Starting as a vehicle for an experimental rental assistance program that included education and counseling support, the organization has evolved into a full service regional housing partnership. HAPHousing continues to provide rental assistance to more than 4,700 households. HAPHousing has operated a family emergency shelter as well as transitional housing for 25 years. In 2009, HAPHuosing expanded to include 47 scattered site units for homeless families and a variety of homelessness prevention initiatives. HAPHousing is the region's Housing Consumer Education Center, offering a wide variety of housing information and counseling services for tenants, homebuyers, rental property owners, and homeowners. To respond to the foreclosure crisis, HAP brought 14 partners together to create the Western Massachusetts Foreclosure Prevention Center and expanded its foreclosure counseling services. HAPHousing is the largest nonprofit developer of affordable housing based in Western Massachusetts and has been responsible for about 900 affordable housing units. HAP manages more than 450 affordable rental housing units.

    2/4/2009 In addition to the lines of business listed above, HAP administers the Section 8 Housing Choice Voucher and other rental assistance programs, serving about 4,700 low and very low income families. HAP provides emergency shelter and transitional housing for homeless families as well as a variety of homelessness prevention programs. In 2008, HAP brought together 14 partners to create the Western Massachusetts Foreclosure Prevention Center which provides counseling services throughout Hampden, Hampshire, Franklin and Berkshire Counties.
