Background
NESDCAP, since 1966, has worked to strengthen low-income households across northeast South Dakota. The organizational structure and experienced staff provide services in 17 counties. HOME OWNERSHIP PRESERVATION-NESDCAP manages the DOE and LIEAP funds for the Weatherization Program. NESDCAP administers home rehabilitation through the Federal Home Loan Bank, Des Moines, Affordable Housing Program. NESDCAP administers emergency services through a variety of programs that assist people so they may remain in their home. HOME OWNERSHIP PROMOTION SERVICES-NESDCAP provides Individual Development Accounts which are matched savings accounts to help individuals establish a pattern of regular saving and, ultimately, purchase a productive asset, such as a home, small business startup/expansion, or a higher education. NESDCAP provides housing loans at low interest rates to promote homeownership. The Governor's House program is marketed by NESDCAP and provides new homes to low-income residents and provides work and skill development for prison inmates. NESDCAP provides homeownership counseling services to individuals and organizations. NESDCAP staff is certified and cross-trained to provide alternative venues to clients for their specific circumstances. NESDCAP also provides counseling services in the areas of financial fitness, foreclosure, and homelessness. NESDCAP is also a call-in counseling center for the South Dakota Mortgage Hotline that was recently developed by the South Dakota Housing Development Authority. ASSET AND PROPERTY MANAGEMENT-NESDCAP currently owns two apartment complexes and manages apartment 77 units in nine communities. These units have subsidized rent available through Rural Development. COMMUNITY BUILDING AND ORGANIZING- NESDCAP provides financial and technical assistance for nine community organizations in the areas of community and economic development. LENDING AND LOAN PORTFOLIO MANAGEMENT- NESDEC is a partner corporation to NESDCAP. NESDEC is a certified CDFI with over 30 years of experience in economic development, revolving loan fund management and business development services.

    12/16/2008 In 1990, an agreement was signed by NESDCAP and Rural Development which allowed NESDCAP to package home rehabilitation loans for a low fee. By the year 2000, this had developed into a program where NESDCAP also provides homeowner education, counseling, outreach, and loan packaging. The agency received funding from the South Dakota Housing Development Authority to expand this program in 2002. NESDCAP will continue to develop avenues for affordable housing. NESDCAP has built energy efficient homes and then sold the homes using the Rural Development 502 loan program or another financing avenue. NESDCAP has partnered with Rural Development and acted as the general contractor on the Governor’s House program. NESDCAP will continue to develop Governor’s Housing with communities that request financial assistance through a one-year loan. NESDCAP became a Governor’s House marketing representative in 2000 and has sold more than 120 homes throughout the area to low-income individuals. NESDCAP administers multiple other programs such as, Individual Development Accounts which helps low-income households save for down payments on houses, education, or to start or expand a business. NESDCAP also provides one time emergency services to meet immediate needs such as mortgage, rent, shelter, food, or utilities. In 2000, NESDCAP began apartment management/ownership for Rural Development financed projects. Two apartment complexes are owned by NESDCAP and five are managed by the organiztion for a total of 77 multi-family units. NESDCAP currently is the host agency for the Small Business Development Center. In October 2001, NESDCAP expanded its service area to include seven new counties. In 2002, NESDCAP received funding from the South Dakota Rural Enterprise, Inc., South Dakota Community Foundation, and the South Dakota Housing Development Authority to further implement the Rural Development Partnership Loan program. In 2007, NESDCAP started the Rebuilding Credit Program through CSBG Special Projects Funds. NESDCAP became a NeighborWorks Chartered Member in 2007. In 2008, NESDCAP received exemplary status with NeighborWorks. In 2007, NESDCAP and NESDEC purchased an empty commercial building on Main Street, Sisseton, South Dakota, to serve as a new office facility. A $950,000 remodel was completed in September 2008 adding more office space, conference rooms, and handicapped accessiblity.
