Background
The Southwest Minnesota Housing Partnership was incorporated in 1992. The organization provides homebuyer education and counseling, owner occupied rehabilitation, commercial rehabilitation, mortgage loan packaging, multifamily new construction and management, rental rehabilitation, construction management, and employer-assisted housing development. The Partnership is active in 30 counties in Southwest and South Central Minnesota with the goal of providing planning, programming, management, asset management and other related housing services.

To provide a sufficient supply of adequate, safe, sanitary and affordable dwellings to ensure the health, safety and welfare of the citizens of southwestern Minnesota.

    11/10/2004 Central Square Apartments – This project is a fifty-five (55) unit mixed income apartment (LIHC) in St. Peter, MN. The project is on the site of the original primary and high schools, which were on the historic register were destroyed during the tornado of 1998. The building’s façade and entry incorporates the original architectural design of the high school including the reuse of the original limestone columns and arches. The City donated the site to SWMHP and Gustavus Adolphus College made a financial donation to the project. Parkway Development – This is a redevelopment project involving the acquisition of eighteen (18) parcels containing 120 acres that when completed will provide 290 affordable single-family homes in Marshall, MN. The project area consists of a hodge-podge of land uses including a technology park, old warehouses, a poultry shipping warehouse, a truss manufacturing plant, single-family and multi-family housing. The project has received a contribution of $1,500,000 from the Schwan Food Company, $1,000,000 through the McKnight Foundation and Greater Minnesota Housing Fund and the City has contributed $1,100,000 in tax increment financing. The Shelter House, Country View Place and Westwind Estates – The SWMHP had not worked in Willmar because of a lack of support from the City for affordable housing projects. In 2004, the SWMHP formed partnerships with a non-profit and the HRA in Willmar, MN to provide unmet housing needs. Three projects have been developed through these partnerships. The Shelter House is a shelter for battered women that had out-grown its facility. The SWMHP helped the Shelter House to secure funding and acted as its processing agent. The Country View Place is a permanent supportive housing project for homeless persons. The project consists of three (3) duplexes on infill lots within the City of Willmar. The SWMHP secured financing through HUD, FHLB, Minnesota Housing Finance Agency and the Otto Bremer Foundation, and is the processing agent and the construction manager for the project.
    11/30/2004 Westwind Estates is a thirty acre single-family subdivision the SWMHP has developped in Willmar, MN for low and moderate income homebuyers. The Willmar HRA is providing subordinate financing using CDBG funds and the SWMHP is providing entry-cost assistance and affordable permanent mortgage products.
    1/2/2006 The Partnership has also its first green subdivision. Autumn Hills Addition, Owatonna, MN, will include 15 single family lots. It is expected that 11 lots will serve workforce housing, or 80% LMI, while 4 lots will serve market rate.
    7/1/2006 Viking Terrace Apts. is a 60 unit rental property; units ranging 1-3 bedrooms; first mortgage being a HUD 236. This project evoked green building initiatives through the installment of a geo thermal system, along with other environmentally friendly improvements as part of the GMHF/Enterprise Foundation's green Initiative Program. Additionally, the project contains 4 units of permanent supportive housing to serve chronically homeless families. The total development cost of the project $4,676,216 came from 12 funding sources.
    9/25/2008 Cherry Ridge Apartments, Mankato, MN - This is an 83 unit apartment building (8 of which are designated supportive housing units) in which rehabilitation has extended the life of the building. The restructuring plan included an array of green and sustainable improvements: Low-VOC paints, sealants & adhesives; continuous ventilation system for moisture control; low flow showerheads; HVAC system with a high effficiency boiler system & water heaters; energy star appliances & fixtures, and native landscaping to reduce irrigation. A new playground was also added surrounded by PVC fencing. The building remains affordable to families earning 30% to 60% of the area median income. Total development costs of the project was $6,108.172.
