Background
Founded in 1976 and incorporated in 1978 to implement the HUD Section 8 rent subsidy program and to respond to the greater housing needs of the county. HAPEC now provides an extensive array of housing and community development programs designed to enhance the quality of life for the residents of both Clinton and Essex Counties. Today the program offerings include direct homeownership services, home repair services, rent subsidy, mulit-family development, and commercial development. Also, HAPEC has conducted a number of community service projects including: community medical clinic, town library, town boat launch, central business district planning, and comprehensive improvements to central business districts. In 2007 HAPEC became the administrator of the newly formed Adirondack Community Housing Trust. The New organization will provide service throughout the NYS Adirondack Park.

Mission
HAPEC was founded in 1976 with the mission of recognizing community development and housing needs, advocating change, and responding to opportunities. HAPEC's efforts to respond to this challenge encompass a broad array of housing services including: rehabilitation of over 1,400 homes occupied by lower-income families; administering 580 units of subsidized rental housing; construction scores of new homes; placement of over 300 first-time home buyers; and developing numerous multi-family rental properties throughout Essex County.
