Background
Tri-County Housing & Community Development Corporation was formed as a unit of local government under the Town of Fowler and began serving Bent, Crowley and Otero Counties with an Owner Occupied Housing Rehabilitation Program and a $150,000 annual budget. Six local governments participated in the original entity. In 1995, the Board elected to re-form as a 501(c)(3) nonprofit organization. Over the years, evolution of services provided prompted the name change from Tri-County Housing, Inc. to Tri-County Housing & Community Development Corporation. TCHCDC has expanded to encompass a wide variety of community revitalization services to local governments and families in the lower Arkansas Valley. TCHCDC also provides property management services in Chaffee & Otero Counties. TCHCDC continues to develop programs and services that facilitate stabilization of the core three counties we serve. By expanding some programs into other geographic areas, we are able to maintain an “economy of scale” that is necessary for us to continue to offer the programs in our three core counties. Our core area encompasses 3,579 square miles, with a total population of 31, 827, and a median income range of $37,800 to $41,800.

    9/7/2004 securing of funds for rescue and fire vehicles; completion of numerous water and sewer projects for underserved communities;
    9/7/2004 currently own & manage a 25-unit tax credit property in Las Animas;
    9/7/2004 own and manage a 25-unit subsidized apartment complex in La Junta that has been completely renovated;

    9/7/2004 Tri-County Housing & CDC was awarded the Eagle Award from Rural Housing NOW in 1992;

    2/12/2009 Tri-County Housing & CDC has provided residents in this area with over 651 loans totaling $6.4 million. Our current portfolio is $3.2 million servicing 211 loans in house. 34 new stick built homes with a value of $4.1 million has been constructed in Otero and Crowley Counties. Over $31.5 million of leveraged funds have been brought to the area.
    2/12/2009 TCHCDC in partnership with Southeast Mental Health completed a new 20 unit apartment complex for the disabled in La Junta.
    2/12/2009 $1.6 million in funding was obtained for a renovation of the Historic Train Depot in Manzanola. This will be a Senior Community Center and will also house the Town offices.
    2/12/2009 TCHCDC has added a new program "Build it Own it". We will be the developer for new stick built homes to be built individually by contractors which will allow a quicker occupancy for the homeowner.
