Background
Community Action Project of Tulsa County (CAP) is a comprehensive anti-poverty agency with a history of providing a variety of services to low-income individuals and families for over 35 years. Formerly known as Project Get Together, the agency began in 1973 to address problems faced by migrant farm workers and has gradually expanded programs and services in response to unmet needs of Tulsa’s low-income population. Today, through the efforts of over 500 employees and hundreds of active volunteers, CAP is a major service provider to Tulsa’s low-income community. Our premier program is early childhood education and care, which is designed to demonstrably improve the school readiness of participating children. Other programs are intended to build assets and maximize the earned income of individuals and families through services including promotion of the Earned Income Tax Credit in combination with free tax preparation, eligibility screening and application for public benefits and college scholarships, first-time homebuyer education and down payment assistance, and access to safe and affordable housing.

Community Action Project’s mission is to help individuals and families in economic need achieve self-sufficiency. Our strategic vision is to improve the prospects for the long-term economic success of very young, low-income children, their families, and the communities in which they live.

    8/1/2008 Constructed and opened three new state-of-the-art early childhood education centers co-located next to public elementary schools and each with a capacity to enroll approximately 200 children from low-income families.
    12/31/2008 Provided 478 families with pre- and post- purchase housing counseling, including to those homeowners facing foreclosure.
    12/31/2008 Assisted 77 families in purchasing a home through down payment assistance, thereby leveraging more than $5.7 million in first mortgage loans.
    12/31/2008 Renovated 11 homes and sold 18 homes to qualified buyers.
    12/31/2008 Owned or managed two multi-family apartment complexes (232 units) and 34 single-family homes.
    8/1/2007 Renovated a former shopping center and added 16 early childhood education classrooms designed to serve infants through three-year-olds.
    4/12/2008 Groundbreaking commenced on two additional early childhood education centers, including a second Educare facility of which there are only a few operating nationwide. Both new facilities should be open for enrollment by the beginning of 2010.
    4/15/2008 Through the Earned Income Tax Credit (EITC) Program and free tax preparation services, CAP served 17,176 clients during the 2008 tax season and generated more than $24.7 million in refunds.
