Background
Housing Resources of Western Colorado was originally organized in 1977 as a Public Energy Information entity of the City of Grand Junction and co-funded by Mesa County. Renewable energy and conservation information was provided to the public to encourage all sectors of the population to reduce overall energy consumption and costs. In 1982 local government support ended and primary funding was provided by the Colorado Office of Energy Conservation. At that time the Energy Office became a 501(c)(3)private non-profit corporation and established an advisory board of local professionals dedicated to the wise and sustainable use of the Earth’s resources. The Low Energy Assistance Program (LEAP) Low Cost/No Cost Winterization Program was successfully established and allowed the Energy Office to deliver basic energy-efficient measures to nearly 900 homes in the first two years. In 1989 the Energy Office took responsibility for the Energy Saving partners program expanding the depth and scope of conservation measures provided to low-income home owners and renters in Mesa County. In 1991, we began to administer the Low/Moderate Income Housing Rehabilitation Program to provide replacement housing and housing rehabilitation for owner occupants throughout Mesa County. In 1996 the addition of Rural Development self-help Program to help very low/low income residents build and own 21 new homes per year, and designation as a Community Housing Development Organization by the Colorado Division of Housing cemented the organizations primary focus to provide safe, sound and affordable housing to all sectors of the population, especially those with low and moderate income.

Mission
The mission of Housing Resources of Western Colorado, Inc., a private nonprofit corporation, is to provide affordable housing and to promote the wise and sustainable use of resources. Housing Resources of Western Colorado, Inc., offers education and awareness programs, opportunities for community revitalization and the provision of decent, safe and affordable housing for those with low and moderate income.

  • Assisted 49 families in purchasing a home through homeownership counseling, downpayment, closing cost or financing assistance.
  • Owned or managed 176 rental units.
  • Invested $3,108 in the community through Housing Resources of Western Colorado's revolving loan fund, which leveraged $11,644,749 from conventional lenders and other sources.

    6/30/2007 In 2007, we completed our 200th home in our self help program. We have succesfully created 12 neighborhoods at various sites throughout Mesa County.
    6/30/2007 In 2007, we offered homebuyer education classes to 318 clients and established IDA accounts for 10 clients.
    6/30/2007 In 2007, our Weatherization program assumed field operations at the Montrose office and increased production by 32%.
    6/30/2007 In 2007, we held a green charrette and developed a green building plan for a 39 home subdivision. Our target population will be 80% AMI-110% AMI.
    6/30/2007 With funding from various sources, we have been able to experiment with various techniques to lower natural gas consumption in our self help homes by over 30%.
