Background
Arbor Development was initially named Steuben Churchpeople Against Poverty and was formed in 1969 by members of area churches, as advocates for individuals who lived in inappropriate housing and /or in poverty. Local fundraising was utilized to grant individuals loans or grants in an effort to develop a self-help rural housing program. Home ownership and housing rehab for income-qualified families/individuals and elderly individuals continue to be major components of Arbor's service delivery system. Additionally, Arbor Development provides a continuum of housing and support services for individuals with special needs. SCAP’s target area has grown from the Bath, New York area to include Steuben, Allegheny, Livingston, Yates and Wayne counties. Arbor Development has matured from a volunteer organization with a $30,000 budget to a $4.2 million dollar agency with 70 staff.

    9/15/2006 Received $20,000 grant from Mary Kay Foundation for Domestic Violence Programming.
    12/31/2006 Received $1,563,108 from seven (7) seperate funding sources (CDBG, FHLB, AHC, Rural Developpment HPG, DHCR Access and RESTORE) during 2006 for Owner Occupied Housing Rehabilitation Services Business Line.
    10/1/2005 Received $59,200 from New York Office of Mental Health for 8 additional Supported Housing Beds for individuals with Serious and Persistent Mental Illness.
    6/15/2007 Received $30,480 from United Way for Domestic Violence shelter and non-residential programming.
    6/30/2007 Generated $564,969 in construction costs while completing 63 Owner Occupied Rehabilitation projects from 7/01/06 to 6/30/07.
