Background
The Housing Partnership of Northeast Florida, Inc. was organized and incorporated in February 1992 following a series of meetings between representatives of local neighborhood groups, businesses, government agencies, and non-profit organizations. These civic leaders believed that Jacksonville needed a community-based organization, whose function was to develop, operate and coordinate efforts to enhance the availability of safe, clean, affordable housing. The Housing Partnership is led by a very strong, experienced 14-member Board of Directors which is drawn from all areas of the city, and reflects the community-based nature of the Housing Partnership, as it includes representatives of neighborhood organizations, the City of Jacksonville, corporations, banks and city government. In 1992 and 1993, the Housing Partnership was operated on a volunteer basis. The first full-time staff was hired in October 1993. Although there have been many advances during the rapid growth of the Housing Partnership’s programs, the major milestones since 1993 have been to provide rent and utility assistance to very low-income families; established a Homebuyers Club; organized the first annual “Paint the Town During Rehab Week;” established the New Roofs Program to provide interest-free financing to elderly and low-income homeowners who need new roofs; organized the Housing Roundtable, which brings together more than 100 Jacksonville’s social service agencies and neighborhood groups. Some of the other milestones are to serve as Lead Agency for a three-year, multi-agency, Supportive Housing Program funded by a $2.3 million contract with the U.S. Department of Housing and Urban Development; participated in Value Homes, a mortgage loan program which funds 100% of the purchase price, plus closing costs, for low and moderate-income homebuyers; became co-owner with another local non-profit of two multi-family properties; incorporated Jacksonville Affordable Mortgages, Inc. to become the lending arm for HP; built a neighborhood playground and park in the Pine Forest Neighborhood. In 2003, the Housing Partnership was designated as Community Housing Development Organization (CHDO) by the City of Jacksonville’s Planning and Development Department. That same year, the Housing Partnership celebrated its 10th Anniversary of Paint the Town During Rehab Week; was certified as a Community Development Entity (CDE) by the United States Department of the Treasury
