Background
Rich Garvin of First Security Bank convinced Mayor Peter Augstadt that Pocatello needed an NHS to deal with the declining neighborhoods in central Pocatello. They raised $50,000 to cover the cost of the development. A workshop to forge the partnership was held at Sun Valley in November of 1992. The six neighborhoods surrounding downtown were chosen as NHS neighborhoods, then residents of those neighborhoods traveled to Boise in March to see what impact the Boise NHS had made on its neighborhoods. The NHS was incorporated by the State of Idaho on May 24, 1993. The first president was Rich Garvin, then senior vice-president at First Security Bank, and the first executive director was Corinne Cahill. The NHS quickly established a high rate of rehab production and added home-ownership promotion in January 1995. The NHS has established a very positive image in the community and is highly thought of.

The mission of the Pocatello Neighborhood Housing Services is to maintain a progressive alliance between and among residents, businesses and government to promote community pride through increased housing opportunities and neighborhood revitalization in targeted low- and moderat-income neighborhoods.
