Background Neighborhood Partnership Housing Services, Inc. receives its tax-exempt 501(c)(3) status in 1991 under its original name Neighborhood Partnership of Montclair, Inc. The organization's original mission was to revitalize very low- to moderate-income neighborhoods in Montclair, primarily through home improvement lending, neighborhood projects and resident leadership. In 1994, the organization expanded its services to include homebuyer education and financial assistance, as well as expanding its geographic service area to include the additional cities of Pomona, Chino, Ontario and Upland. In 1997, NPHS began offering its Family Fund for HomeOwnership down payment assistance program for first-time very low- to moderate-income homebuyers. By 1999, the organization had opened the NPHS NeighborWorks® HomeOwnership Center, an objective one-stop shop with qualified and highly trained bilingual, bi-cultural staff to assist its customer base. As a member of the NeighborWorks® Network, the organization is a member of the "Campaign for HomeOwnership" and the "NeighborWorks(r) Insurance Alliance". NPHS is also part of the "NeighborWorks® HomeOwnership Center Initiative" and is "Full Cycle Lending" certified by Neighborhood Reinvestment Corporation. It is also a HUD-approved Counseling Center. In July 2002, the organization changed its name to Neighborhood Partnership Housing Services, Inc. which reflects its broadened service area and assistance offered to communities other than the City of Montclair. In the Summer of 2005, the Board of Directors once again expanded the organization’s service area to include the additional cities of: Chino Hills (San Bernardino County); Norco and Corona (Riverside County); Claremont, La Verne, San Dimas, Covina, Glendora and Baldwin Park (Los Angeles County). In October 2005, NPHS moved its facility to Ontario combing the HomeOwnership Center and administrative offices. In September 2006, there was an Executive Director transition. In 2007, NPHS completed its first development and first acquisition/rehab. Also, NPHS was the top producing NeighborWorks’® organization in the Pacific District. Today, NPHS provides services to persons throughout the Inland Empire. With this large service area, the organization has seven target communities of Chino, Claremont, Fontana, Montclair, Ontario, Pomona and Rialto.
