Background
Neighborhood Housing Services of Dimmit County, Inc. (NHSDC) is a private, tax-exempt 501(c)(3) community based organization chartered in 1986 to combat economic, social, and housing deterioration in rural Dimmit County, Texas. NHSDC operates under a system that enables lenders, government entities, and non-profit providers to work together to provide home ownership opportunities for families who might not qualify for or do not know how to get conventional mortgages. Along with its housing development efforts, NHSDC also focuses on innovative economic development opportunities. In 1999, NHSDC added a small business lending program. Their Intermediary Relending Program (IRP) was funded through loans from the Rural Development Agency (RDA). RDA has loaned NHSDC $1.750 million at 1% which they can then relend. By the end of 1999, NHSDC had loaned over $1 million to small businesses in their service area. NHSDC’s goal is to stimulate the local economy through housing construction, business development and job creation. In 2001, NHSDC was granted an additional $750,000 from USDA for the continuation of its relending program which services a nine-county region in Southwest Texas. Also, in 2002 NHSDC was awarded a grant from the Office of Community Affairs for the amount of $349,000 for the creation of 245 acres of farmland for the development of a hydroponic greenhouse project which will help to revitalize the local agri-business throughout the Middle Rio Grande nine-county region. NHSDC is the only entity providing such affordable housing, economic development and small business lending services within their service area. NHSDC has a nine (9) member Board of Directors with equal representation from the cities of Asherton, Big Wells, Carrizo Springs, and the county at large. Membership is comprised of 51% residents and 49% business/lending institution/city government. NHSDC has been designated a Community Housing Development Organization (CHDO) and is a member of the Neighborhood Reinvestment Corporation’s National NeighborWorks ® Network.

Mission
To combat community deterioration and secure decent, safe, and sanitary housing, community facilities, and other related facilities, services, and conditions, economic social or otherwise, conducive to the progress and general welfare of the community by facilitating rehabilitation and improvement of declining areas of Dimmit County.

    1/17/2001 Purchased and renovated a 19,000 sf old building in Uvalde, Texas and converted it to business offices for the Middle Rio Grande Workforce Board. The building is currently leased to Middle Rio Grande Workforce Board whereby they have 161 employees and provide training to low-income persons. The building is owned by NHSDC. Project cost was $781,000. Gap financing for the project was from Rural LISC, Rural Finance and Development Corporation, and Neighborhood Reinvestment Corporation.
    1/17/2001 Purchased and renovated an 18,000 sf old abandoned building in Carrizo Springs, which was formerly a (Winn’s Retail Store). NHSDC purchased the abandoned building at foreclosure proceedings, renovated it and is leasing the building to the Middle Rio Grande Council of Governments. The agency hires approximately 81 employees. Project cost was $325,000. Gap financing for this project was from Neighborhood Reinvestment Corporation and the County of Dimmit.
    1/17/2001 Constructed two small church buildings for the Catholic Archdioceses of San Antonio. Private financing. Project cost $266,000. NHSDC was General Contractor.
    1/17/2001 Constructed two Headstart buildings for a total of 4,210 sf for the local Community Services Agency (CSA) in Maverick County. Project cost $256,000. NHSDC was General Contractor.
    1/17/2001 Currently have a contract with Webb County in Laredo, Texas for the construction of a 5 acre county park to include recreational facilities, baseball fields, pavilion, bathrooms and walking trails. Project cost $268,000 NHSDC is the General Contractor.
    1/17/2001 Own and manage 12 rental unit apartments for low-income and elderly residents in Big Wells, Texas. Total project cost $768,000. Financing was from the Texas Department of Housing and Community Affairs. NHSDC was the General Contractor.
